Of course you will see the return of the icloud photo library. This was a huge money maker for Apple, having only 5 GB of free storage and having the picture upload on by default, people would quickly burn through that 5GB of free icloud storage and get out their credit cards... do yourself a favor and turn off the photo backup/stream feature and use something like dropbox which doesn't cost a thing. In fact using the camera upload feature in drop box continues to expand your amount of free storage available on your dropbox account.
