People just do not understand Net Neutrality--including the article below! The bottom line is ANY REGULATION means it is NOT going to be a free and open internet. Once you have regulatory factors involved then it doesn't become neutral at all. It becomes regulated based on what "Laws" are in place for what can go through the pipes and what can't. Forget about the speed issue.. Being from Canada it isn't much better, believe me. Bottom line is LEAVE THE INTERNET ALONE-All Governments and all interested parties wanting to CONTROL it!
